State Courier Licensure

Waterloo SECURE Logistics operates under a Texas State Managerial Courier License — the highest classification issued by the Texas Department of Licensing and Regulation (TDLR). This is a managerial license, not a driver-level or contractor classification. It authorizes multi-vehicle, commercial courier operations across the state.

Protected Health Information Handling

Waterloo SECURE Logistics operates as a HIPAA Business Associate when transporting protected health information (PHI), biological specimens, organs, tissues, and pharmaceuticals on behalf of covered entities. Our procedures are designed to exceed minimum HIPAA requirements for courier and transport operations.

Business Associate Agreement We execute BAAs with all covered entity clients prior to handling PHI or specimens tied to patient identity.
Minimum Necessary PHI Access Courier personnel receive only the minimum patient/specimen information required to complete the transport.
Secure Manifest Handling All transport manifests containing PHI are handled in sealed, tamper-evident packaging. No unnecessary exposure.
No PHI in Digital Dispatch Our digital tracking system uses alphanumeric tracking codes, not patient names or identifiers, in public-facing fields.
Breach Notification Procedures Documented incident response and breach notification protocols aligned with HIPAA §164.400–414 requirements.
Annual HIPAA Training All personnel handling PHI-adjacent cargo complete HIPAA Privacy & Security training annually, with records retained.

Coverage & Surety

Waterloo SECURE Logistics maintains commercial insurance and surety bonding appropriate for the transport of high-value, time-critical, and irreplaceable medical cargo. Certificates of insurance are available upon request for vendor credentialing.

Documentation & Custody Protocols

Our chain-of-custody protocols are adapted from forensic evidence handling standards — not adapted from last-mile delivery apps. Every handoff is logged, timestamped, and signed. Every record is designed to be legally defensible.

Pick-Up Documentation

Sender identity verified. Cargo condition documented with timestamped photography. Manifest signed at originating facility. Tracking number assigned at time of pickup.

Step 02

In-Transit Logging

Real-time GPS tracking active throughout transport. Temperature deviations trigger immediate alert. Any custody transfer mid-route creates a new signed log entry in the system.

Step 03

Proof of Delivery

Recipient identity verified. Cargo condition re-documented. Timestamped photographic proof of delivery. Recipient e-signature captured. Full record accessible to sending facility immediately.

Audit Trail & Retention

All custody events, signatures, photographs, and delivery records retained per applicable regulatory requirements. Records available on request for audit, incident review, or regulatory inspection.

Cold Chain & Thermal Management

Temperature-sensitive cargo requires more than a cooler. We operate purpose-equipped transport with validated temperature management across the full range of medical cargo requirements — from ultra-cold cryogenic specimens to ambient pharmaceuticals.

Driver & Personnel Training Requirements

Every individual who handles medical cargo under the Waterloo SECURE Logistics license must meet minimum training standards before assignment. Training records are maintained and available for audit.

HIPAA Privacy & Security Annual training on PHI handling, minimum necessary access, and breach notification procedures. Records retained.
Bloodborne Pathogen Training OSHA 29 CFR 1910.1030 compliant. Required for all personnel handling biological specimens or human tissue.
Hazardous Materials (HazMat) DOT-compliant training for transport of Biological Substance Category B (UN 3373) and Diagnostic Specimens.
Chain-of-Custody Procedures Hands-on training on documentation protocols, tamper-evident packaging, and custody handoff procedures.
Temperature Management Proper handling, monitoring, and documentation of temperature-sensitive cargo. Recognition of cold-chain failures.
Background Screening All personnel complete criminal background check prior to assignment on sensitive medical cargo routes.
